Why is this topic important? In a historically low interest rate environment, issuers of tax-exempt bonds such as municipal authorities likely have not focused on IRS arbitrage restrictions.  However, as short-term rates rise, the potential for arbitrage situations increases.  As such, issuers need to be aware of proper record keeping for spending of project funds, and IRS filing deadlines to keep in good standing under the Federal tax code in order to avoid future costly pitfalls.
