PMAA Legislative/Regulatory Update – Government Relations staff will address recent legislative and regulatory issues impacting authorities. This includes environmental bills, bills amending the Municipality Authorities Act, and financial bills. An update will be provided on proposed drinking water regulations, water quality issues, and the re-boot of the Chesapeake Bay program in PA (east location only).
9:30 – 10:15
DEP Regulatory Update – Representatives of the PA Department of Environmental Protection (DEP) and will present both water and wastewater regulatory updates. These updates will include information on pending revisions to the Consumer Confidence Reports (CCR) and other drinking water and wastewater regulations.

SRBC Update (East Location Only) – SRBC presenter will provide guidance to Authority managers and consultants in selecting and overseeing hydrogeologic consultants that will be doing work related to the Commission’s regulatory requirements. They will also cover the selection process (including interviewing multiple consultants), Authority board review of work proposed and completed by the hydrogeologist to meet the Commission’s regulatory requirements, and invoice review.

Are Confined Spaces Hidden at Your Facility?
At an Authority facility, confined spaces can be present, which often can present a hazard to untrained employees. In fact, injury rates and falls can often be double or triple the rate of the private sector facilities. The presenter will address statistics and describe real-life confined space studies. A review of related private sector OSHA regulations, equipment options and inspection breakdowns will also be included. Presenter will also address written confined space programs, air monitoring and rescue plans.

The Bigger, Better COSTARS Program -Update, Overview & Training
PA public authorities spent more than $91million using the COSTARS Program in FY 2014, saving local taxpayers more than $18 million. The presenter will provide an overview of the program, an update of COSTARS & State Contracts, and will include step-by-step instruction on how to access, read, and utilize state & COSTARS contracts.

Panel of authority managers, solicitors and consultants will address the various tools and methods available to authorities in dealing with the ever-present, problematic delinquent ratepayers every system encounters.
