During this session, we will discuss how alternative rate structures are being used throughout the water industry to help advance strategic goals and objectives related to affordability, fairness and rate equity, conservation and demand management, and even economic development. Mini case studies will be used to demonstrate examples and highlight key concepts. By attending this session, attendees will become familiar with the latest trends related to rate-setting within the water industry, understand how different pricing approaches can be used to better align with a water authority’s strategic objectives, and be able to assess the appropriateness of their own authority’s rate structure to see if it is being optimized to address the challenges facing their communities.

Three mini case studies will be discussed during the session. Each case study will demonstrate how the creative use of an alternative rate structure can help address the challenge being faced.

Learning Objectives:

Affordability: The first will discuss an economically disadvantaged community that places high importance on providing affordable water service to low-income households for basic indoor household use and a specially designed rate structure that is supportive of this goal.

Fairness and Rate Equity: The second will be centered around a community that experiences a significant increase in seasonal residents and visitors to the community during the summer months and how the water authority can implement seasonal rates to shift the additional cost burden away from full-time residents, to recover costs more fairly and equitably from its customer base.

Conservation and Demand Management: The third will demonstrate how in a conservation-oriented community, water rates can be used to send a price signal to customers, causing them to reduce consumption and peak demands; helping the community meet its conservation goals and thereby saving the utility from having to invest in expensive upgrades to expand system capacity.
