David Busch is a principal of Keystone Alliance Consulting, Inc., a consulting firm which specializes in Financial and Management issues for municipal owned utilities. Services provided include  water and wastewater cost of service rate studies, feasibility studies, tapping fee calculations, and coordination of project financings through federal/state grant and loan programs.

In addition to project work for clients the firm also provides Authority Management on a temporary and permanent basis. In 2007 David was the recipient of the L.W. "Red" David Award and in 2017 Keystone Alliance Consulting, Inc. was the recognized by the Authorities Association for outstanding service to the organization.
